Notes by Minowa-san:

Arimoto:
PFS open use will be limited 3 nights if PFS is allocated only on the half of the semester. 
Rest of nights will be occupied by SSP, UH, Keck/Gemini time exchange, etc.  

Tanaka:
Improving the efficiency of Cs instrument exchange (by improving CIAX?) 
may increase chance to use Cs instrument. 

Nem:
If human resources for Cs instrument exchange is not enough, 
support from science staff (such as SA) maybe helpful as SCExAO team is currently doing. 

PFS will start commissioning from 2019 
FOCAS operation becomes difficult from 2019 

Tanaka:
TAC chair (Kajisawa-san) mentioned that some program is not done by the alternative instrument. 
What is the point?

Hattori:
Some people do not want to use the other instrument because of the sensitivity 
(mainly due to the limited number of time exchange).

Nem:
Request FOCAS community to submit FOCAS unique science, which is not done by the other instruments. 

Koyama: 
User might say that HSC follow up with FOCAS is necessary. 

Lee: 
Most of follow-up can be done by GMOS (DEIMOS?)

Nem: 
Polarimetry is one of the unique point. 
But does the community really require this mode?

Pyo: 
FOCAS demand is still high. 
Even in current situation, FOCAS cannot be assigned in dark night. 
Gray or bright night are used.

Iwata: 
it is not easy to reduce HSC nights to allow FOCAS to allocate in gray nights. 
Other than SSP team a lot of people will request more time on HSC even after SSP 

Pyo: 
Because of equity among the category, 
TAC sometime do not accept HSC program, which is mainly occupied by high-z or GA. 

Nem: 
Some type of science cannot do science with once a week instrument exchange. 
Ask community about this situation. 

Fujiyoshi: 
DC is very busy or have hard time exchanging the instrument. 

Tanaka:
Queue is really good idea to efficiently use the time as well as reducing the instrument exchange. 

Nem: 
Agree 
Not all, but for some instruments.

Koyama: 
Is it really possible to do queue obs ?

Fujiyoshi: 
Do you request human queue? 
Human time is required. 

Pyo: 
How to make decision to switch the program is another problem 
Human need to be involved in such decision. 

Nem: 
Gemini assign 4 instrument to 1 people. 
We need to ask 1 person to operate multiple instruments. 

Kim:
Gemini outsource the obs. preparation to observer. 

Iwata: 
Our operation style may be our strength compared to Gemini
This effect might be considered. 
To keep the competitiveness we might not want to loose this strength. 
Queue mode will not reduce the cost at all. 

Nem: 
To reduce the cost, control the day workers summit transportation by sharing vehicles. 

Kim: 
Reducing the number of observers to come to Subaru helps a lot. 

Nem: 
How much can Gemini reduce the operation cost by adopting queue mode. 

Iwata: 
In total 20% (not only queue though) 
Improve remote obs. is the key 

In UM, 
at least we need to state that we should reduce the number of instrument exchange.
